WON'T THE COBALT OF CHEVY START?

Won't the cobalt of Chevy start? My cobalt chevy will not be turned over. When I try to turn it above him simply the clicks and the light of engine of control flickers several times. Also one another symbol appears beside the ?engine of control? which it resembles a car with a lock by him. (perhaps was the car closed with key to start because of a problem of engine?) It is not a problem battary because I charged the battary and all the lights are which shine brigthly. I will take it to the retailer but I want the entry of others more lily
