HOW MOSTLY SHOULD A CABIN FILTER UPON A HONDA CIVIC BE REPLACED?

How often should a Cabin Filter on a Honda Civic be replaced? I brought my car in May of 2010. It's a 2010 Honda Civic LX and it has about 11,000 miles on it. The dealership is telling me I need a new engine filter & a capin filter. The engine filter is $ 36 and the cabin filter is $ 89. Is it possible these two things need to be replaced?
